According to Mexico's largest newspaper universalTijuana's board now accept that it is only a matter of time before Gilberto Mora leaves for Europe.
Because of this, the club are said to be imposing a release clause worth around €21.3m (£18.4m).
The report goes one step further and claims that Liverpool and Arsenal are already planning to pay that amount to secure the midfielder's signature.
There is no indication when either club would make such a move. However, El Universal presents both Premier League sides as the club most prepared to meet Tijuana's demands.
Different figures are emerging
The latest claims also represent a notable change from previous reports. Just a few days ago, Tuttomercatoweb says Tijuana wants €40m (£34.5m) To sell Mora. Manchester United, Chelsea, Bayern Munich and Real Madrid were all credited with interest.
The figure for El Universal is much lower. However, this specifically refers to a release clause that the Mexican side is preparing rather than simply reiterating the asking price.
